In 1995, I collected one piece of ¥ 100 bank check substituting banknote published by Caishan Savings Bank of Huangmei Agricultural Bank, Hubei Province. Its length is 16.7cm , width is 7.8cm . No official seal on it. But two vermillion private seals of “Hu Qichun( 胡启春 )” were overprinted in the cover only. Was it a fantasy check?
I had a doubt about it. In two times, I wrote to Hu Qichun who had been the director of Caishan Savings Bank. Just knew the origin and development of printing and publishing the set of 3 bank checks.
During the late 1980, agricultural economy of Caishan Town attained a swift and violent development. There were over 58,000 people in it. The farm fields mainly yielded cotton. In the town, the assignment of purchasing cotton by the state was over 2 million kg per year. Whenever in the peak period of the purchase, cash circulation increased sharply. About the Spring Festival, because of macro-controlling capital by the state, in addition, bulk purchasing means of production and Spring Festival goods by the peasants. Cash stock of Caishan Savings Bank was almost all used up.
In view of this condition, Government of Caishan Town instructed Savings Bank to print and publish check only for account to mitigate the situation of insufficient cash. So the Bank prepared and printed methodically. And in March 25, submited a report of publishing and was authorized by Huangmei Agricultural Bank.
Bank check substituting banknote is a set of 3. They are ¥ 10 ¥ 50 and ¥ 100 respectively. Printed by Jiujiang City Color Printing House, Jiangxi Province .
